Texas Statewide Language Proficiency Test Provider for English Learner Identification

ANNOUNCEMENTS

Due to COVID-19 and school closures, the TEA announced temporary revisions to the English Learner Reclassification criteria which includes the use of LAS Links for the purpose of Reclassification.

    • The LAS Links form chosen by the TEA for the purpose of Reclassification;
    • Scoring options available to LEAs for both online and paper assessments;
    • Process for ordering additional test materials as well as DRC Scoring Services;
    • Information regarding webinars to be scheduled to provide more guidance regarding the LAS Links Reclassification program specifics.

 

Grade Level Approved Assessment(s) for Identification: Cut Scores to Determine EL Status per State and Federal Guidelines
preK3, preK4, Kindergarten preLAS English Form C
preLAS Español Form C
Paper only
If a student receives a 1, 2 or 3 Oral Language proficiency level, they are to be classified as an English learner.

If a student receives a 4 or 5 Oral Language proficiency level, they are to be considered Fluent – not to be identified as an English learner.

1st Grade English LAS Links Form A
Online or Paper
Speaking and Listening Only
If a student receives a 1, 2 or 3 proficiency level in either Speaking and/or Listening, they are to be classified as an English learner.

If a student receives a 4 or 5 in BOTH Speaking and Listening, they are to be considered Fluent – not to be identified as an English learner.

2nd – 12th Grade English LAS Links Form A
Online or Paper
Speaking, Listening, Reading and Writing
If a student receives a 1, 2 or 3 proficiency level in ANY domain/subtest: Speaking, Listening, Reading and/or Writing, they are to classified and an English learner

If a student receives a 4 or 5 proficiency level in ALL domain/subtests: Speaking, Listening, Reading and Writing, they are to be considered Fluent – not to be identified as an English learner.

Steps for Ordering
Texas orders must be submitted to the dedicated Texas email box or by calling the Texas phone line:

The dedicated Texas phone line and email are the only two methods for placing an order for Texas LEAs. Orders that come to DRC outside of the dedicated Texas phone or Texas email, will not fall under the contracted turnaround time.

Texas School Districts may order the LAS Battery of Assessments directly from DRC under the authority of the Texas Education Agency (TEA) resulting from Contract # 3931.  The state-wide contract contains all standard and education-related terms and conditions that are required by the State of Texas for the purchase of education assessments, including certifications and representations. Therefore, Texas School Districts can order the LAS Battery of Assessments on the DRC-provided order forms and will be billed by DRC for their purchases.  No other district-level procurement forms are necessary for the transactions.

PROGRESS MONITORING WITH THE

All preLAS and LAS Links progress monitoring forms (forms not utilized for the purpose of English learner identification), as well as all additional DRC services available for purchase, are independent of the TEA and the Texas English learner Identification contract.
